The journal "Bulletin of TSULBP" has been published since 2000. Initially, it was called "Bulletin of TSULBP. Humanitarian Series" and was not divided into series. Since June 2011, the journal has been included in the List of publications of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, and since 2018 – in the List of publications of the Higher Attestation Commission under the President of the Republic of Tajikistan, in which the main scientific results of dissertations for the degrees of candidate and doctor of sciences must be published.

Until January 2015, the journal published articles in the following sections: Jurisprudence, Economics, Political Science and Sociology, Social Sciences and Philosophy, Philology, Teaching Methods, and Reviews and Overviews.

Since January 2015, in accordance with Appendix No. 1 to the Order of the Ministry of Education and Science of the Russian Federation No. 793 dated July 25, 2014, the journal has been divided into two series: "Bulletin of TSULBP. Series of Social Sciences " and "Bulletin of TSULBP. Series of Humanitarian Sciences". Currently, in the series Humanities science, articles are published in the sections “Historical Sciences” and “Philology” (literary criticism and linguistics).

Since January 2024, the journal has been published electronically. Published articles are assigned a DOI. The journal is indexed in the Russian Science Citation Index (RSCI) and undergoes annual evaluation by expert commissions of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, based at the Russian Research Institute of Economics, Politics, and Law in Science and Technology (RIEPL).

The fundamental focus of the publications in the journal "Bulletin of TSULBP. Series of Humanitarian sciences " is to highlight new scientific research in the fields of history and archeology, literary studies, and linguistics, as two things are particularly important for contemporary, world-class humanities research: 1) the applied nature of research; 2) an interdisciplinary approach in the selection of topics, methods, and research techniques. In the humanities, the most in-demand scientific knowledge is that which can improve the social life of specific individuals, specific communities, specific cultural groups, ethnic groups, and religions. The balanced development of society also directly depends on the humanitarian component, no matter what sphere of public life it concerns.Humanitarian knowledge and education are especially important in the development of the personality of young people, in expanding their worldview, in raising the level of general culture and in the formation of an active civic position.

The most important task facing the journal's editorial board is to maintain a high scientific level of published materials that reflect the most pressing issues of our country and the modern world, carry a charge of creative ideas, and serve the cause of the development of science and education. The journal's publications reflect the ever-increasing role of the humanities in the training of highly qualified specialists.

The journal's editorial board aims to publish scholarly articles focused on solving applied humanities problems, explored by scholars using the most modern scientific methods and techniques. The role of humanities knowledge in the educational process, scientific creativity, and the modernization of modern Tajikistan is exceptionally important.

Knowledge of one's own roots and world and national history is of no small importance for the younger generation. Therefore, the journal publishes the results of original scientific research and review articles on the most pressing issues of Russian history, archaeology, ethnography, source studies, historiography, and also publishes archival documents that have not previously been introduced into scientific circulation.

In the field of philology, linguistic articles are published that have legal, economic, historical, ethnographic-ethnological and diplomatic features. They mainly examine such linguistic issues as lexical-semantic, structural-semantic, morphological, syntactic, comparative-typological, etymological and other features of various languages, as well as Iranian-Arabic interactions at various linguistic levels.
