SCIENTIFIC BASIS AND PECULIARITIES OF THE SOCIAL POLICY OF THE SOVIET STATES IN THE 1970-1980’s

The relevance of the problems being revealed is determined by the presence of a large number of pressing issues in the social sphere, and in this regard, there is a need to create an effective mechanism for social protection of various categories of the population. This article examines the specifics of the implementation of state social policy in the USSR in the 1970s and 1980s. For the first time, based on the interpretation of the fundamental directions of activity of state authorities and administration involved in organizing the social protection of citizens who found themselves in difficult life situations, an attempt was made to create a fundamentally new system of social protection and social security for the country's citizens. Over a relatively short historical period, significant work has been carried out to establish new elements of the social system. For the first time, a targeted social policy was introduced for certain categories of the population. A policy for the social protection of childhood, for citizens in greatest social need, was developed on a fundamentally new basis. The accumulated experience and practice require scientific understanding, assessment, and development of recommendations for further improvement of the social policy of the state and other institutions of society.
