KHOMIDZODA FURKAT MUKIM

Khomidzoda Furkat Mukim was born on May 14, 1969, in Khujand in the family of intellectuals. In 1994, he graduated with honors from the Leninabad State Pedagogical Institute named after S. M. Kirov (now Khujand State University named after Academician B. Gafurov) with a degree in history and social studies teaching and educational methodology.

He began his career in 1986 as a secretary of the city court. After completing his military service, he entered the History Department of Khujand State University, where he subsequently held the following positions:

• 1992–1994 — Laboratory Assistant in the Department of Modern and Contemporary History of State Educational Institution of Khujand State University named after Academician B. Gafurov

• 1994–1995 — Postgraduate Student in the Department of Tajik History

• 1995–1998 — Graduate Student in the Department of Tajik History

• 1996–1999 — Chairman of the University Student Youth Union

• 1999–2000 — Head of the Youth Department

• 1998–2001 — Senior Lecturer in the Department of Tajik History

• 2000–2002 — Associate Professor, Head of the Department of Tajik History

• 2002–2005 — Deputy Dean for Academic Affairs

• 2005–2008 — Dean of the History Faculty

• 2008–2010 — Dean of the Combined Faculty of History and Jurisprudence

• January–March 2010 — Senior Research Fellow, Department of History of the Tajik People

Since 2010, he has continued his work at the Tajik State University of Law, Business, and Politics. After defending his doctoral dissertation in September 2011, he was appointed Head of the Department of Social Sciences.

• 2012–2016 — Dean of the Faculty of Political Science and International Relations

• August 2016 — Head of the Department of Political Science

• August 2018 — Head of the Department of History of the Tajik People, above mentioned faculty

Over the years, he has made a significant contribution to the educational process. He was awarded the honorary title of "Excellent Educationist" by the Ministry of Education and Science of the Republic of Tajikistan.

He regularly presents informative papers at national and international scientific conferences. His research articles are relevant and written in an original scientific style. He is constantly working to improve his academic skills.

He successfully defended his PhD dissertation, "From the History of the Vakhsh Irrigation System," on October 28, 1998, under the supervision of Professor Saidullo Abdulloevich Abdulloev.

He defended his doctoral dissertation, "Agrarian Transformations in Tajikistan in the 1920s," on May 19, 2011, under the supervision of Academician Rahim Masovich Masov at the A. Donish Institute of History, Archaeology, and Ethnography of the Academy of Sciences of the Republic of Tajikistan.

He is the author of several scholarly works devoted to current issues of political processes in Tajikistan during the transition period.

He actively participated in the preparation of the encyclopedia of the Khujand State University named after Academician B. Gafurov, for which he was awarded letters of gratitude and certificates of honor.

Thanks to his hard work, organizational skills, and modesty, he is respected both within and outside the university. He has good manners, is humane, and modest.

He is the  author of  over 25 articles published in journals listed by the Higher Attestation Commissions of the Republic of Tajikistan and the Russian Federation, as well as methodological manuals and over 60 research articles. He is actively involved in the university's social life.

For his active research and teaching work, he has been awarded honorary diplomas from the Faculty of Political Science and International Relations, the Rector's Office of the Tajik State University of Law, Business, and Politics, and local government bodies. 

He was appointed Vice-Rector for Science and Innovation at this university by order of the Minister of Education and Science of the Republic of Tajikistan.

The editorial ethics of the journal «Bulletin of TSU LBP. Series of Humanitarian Sciences» is based on a number of leading principles when releasing articles. The editorial board aspires to preclude plagiat and publication of spurious data. Efforts are exerted for providing regular and timely releases of journal numbers. The journal is edited with a compulsory author`s resume of each published article, review and recension and key words to it in the English language.

         Intellectual contents of a manuscript of articles are assessed irrespective of race, sex, persuasion, origin, citizenship or author`s political preferences. Each article undergoes a preliminary recension. Any manuscript received for recension is looked upon as a confidential document. Reviewers consider articles proceeding from their contents, but not from author`s reputation. Double blind review is applied in the journal.

         Articles submitted must:

-         correspond to the declared scientific streamlines of the edition;

-         correspond to goals and aims set;

-         to be referred to the certain telic audience.

Articles submitted for publication ought to be self-sufficient, new researches of authors (not published in other editions) belonging to them themselves only. The work should be a peculiar one, if productions or statements of other authors are used respective bibliographical references or sequences must be presented. A quality of the research should respond to declared goals and volumes.

         Into the bargain, the editorial board aspires to maintain geographical diversity of the origin (variety) of both authors and reviewers. Authors are recommended to observe ethical norms when submitting a list of authors (ethical coauthorship), to exclude «donative» authorship, to publish sources of financing and etc.

         Authors are obliged:

-         to present authentic results of work or exploration done;

-         to take part in the process of expert assessment of the article. The editor-in-chief may ask for initial data of a scientific article for editorial review and authors should be ready to provide an open access to the formers if it is possible, in any case they must keep initial materials in the course of a reasonable period of time elapsed after publications;

-         to guarantee that the results of the research expounded in the manuscript are a self-sufficient and original work;

-         to adduce only authentic facts and data in the manuscript;

-         to realize that they bear a primary responsibility for novelty and authenticity of the results of scientific research;

-         not to admit double publications;

-         to submit an original manuscript to the journal which wasn`t offered to another journal and isn`t considered anywhere at the current moment; the article shouldn`t have been printed in any scientific collection beforehand.

The article isn`t published:

1)    if theme and contents are in discrepancy;

2)    if the list of the literature used is absent;

3)    in case the annotation presented is poor;

4)    the contents of the article are non-understandable;

5)    the article isn`t framed qualitatively and etc.

The journal "Bulletin TSULBP. Series of Humanitarian Sciences" (ISSN 2413-2004), formerly known as "Bulletin of TSULBP" (ISSN 2218-256X), was founded in 2000. Since June 2011, it has been included in the List of Publications of the Higher Attestation Commission. Until January 2015, it included the following sections: 1. Jurisprudence; 2. Economics; 3. Philosophy and political science; 4. Philology; 5. History and sociology; 6. Teaching methods.

According to paragraph 3 of Appendix No. 1 to Order No. 793 of the Ministry of Education and Science of the Russian Federation dated July 25, 2014, the Academic Council of the Tajik State University of Law, Business and Politics decided to divide the “Bulletin of TSULBP” into two series: 1. " Bulletin of TSULBP. Series of Social Sciences "; 2. " Bulletin of TSULBP. Series of Humanitarian Sciences". In accordance with the requirements of OK 017-2013 OKSVNK, three branches of science from the former " Bulletin of TSULBP" were included in each series: in " Bulletin of TSULBP. Series of Humanitarian Sciences":

The "Bulletin of TSULBP. Series of Humanitarian Sciences" also has a full-text online version on the platform of the Scientific Electronic Library of the Russian Federation.

The journal is abstracted in the Urlich's Periodicals Directory (USA).

The journal "Bulletin of TSULBP" has been published since 2000. Initially, it was called "Bulletin of TSULBP. Humanitarian Series" and was not divided into series. Since June 2011, the journal has been included in the List of publications of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, and since 2018 – in the List of publications of the Higher Attestation Commission under the President of the Republic of Tajikistan, in which the main scientific results of dissertations for the degrees of candidate and doctor of sciences must be published.

Until January 2015, the journal published articles in the following sections: Jurisprudence, Economics, Political Science and Sociology, Social Sciences and Philosophy, Philology, Teaching Methods, and Reviews and Overviews.

Since January 2015, in accordance with Appendix No. 1 to the Order of the Ministry of Education and Science of the Russian Federation No. 793 dated July 25, 2014, the journal has been divided into two series: "Bulletin of TSULBP. Series of Social Sciences " and "Bulletin of TSULBP. Series of Humanitarian Sciences". Currently, in the series Humanities science, articles are published in the sections “Historical Sciences” and “Philology” (literary criticism and linguistics).

Since January 2024, the journal has been published electronically. Published articles are assigned a DOI. The journal is indexed in the Russian Science Citation Index (RSCI) and undergoes annual evaluation by expert commissions of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, based at the Russian Research Institute of Economics, Politics, and Law in Science and Technology (RIEPL).

The fundamental focus of the publications in the journal "Bulletin of TSULBP. Series of Humanitarian sciences " is to highlight new scientific research in the fields of history and archeology, literary studies, and linguistics, as two things are particularly important for contemporary, world-class humanities research: 1) the applied nature of research; 2) an interdisciplinary approach in the selection of topics, methods, and research techniques. In the humanities, the most in-demand scientific knowledge is that which can improve the social life of specific individuals, specific communities, specific cultural groups, ethnic groups, and religions. The balanced development of society also directly depends on the humanitarian component, no matter what sphere of public life it concerns.Humanitarian knowledge and education are especially important in the development of the personality of young people, in expanding their worldview, in raising the level of general culture and in the formation of an active civic position.

The most important task facing the journal's editorial board is to maintain a high scientific level of published materials that reflect the most pressing issues of our country and the modern world, carry a charge of creative ideas, and serve the cause of the development of science and education. The journal's publications reflect the ever-increasing role of the humanities in the training of highly qualified specialists.

The journal's editorial board aims to publish scholarly articles focused on solving applied humanities problems, explored by scholars using the most modern scientific methods and techniques. The role of humanities knowledge in the educational process, scientific creativity, and the modernization of modern Tajikistan is exceptionally important.

Knowledge of one's own roots and world and national history is of no small importance for the younger generation. Therefore, the journal publishes the results of original scientific research and review articles on the most pressing issues of Russian history, archaeology, ethnography, source studies, historiography, and also publishes archival documents that have not previously been introduced into scientific circulation.

In the field of philology, linguistic articles are published that have legal, economic, historical, ethnographic-ethnological and diplomatic features. They mainly examine such linguistic issues as lexical-semantic, structural-semantic, morphological, syntactic, comparative-typological, etymological and other features of various languages, as well as Iranian-Arabic interactions at various linguistic levels.
